In creating an operation plan of a distributed power supply system provided with a secondary battery, it has been a problem in the past that since the secondary battery requires a refresh operation, the operation plan is created that is independent and is in a different category from other facilities, so a unified management and operation cannot be achieved. To solve this problem, an operation plan creation device is provided with a secondary battery state management unit and a secondary battery refresh plan creation unit. When the operation plan creation device creates an operation plan, a refresh plan is created in which a full charge is obtained by adding to a capacity remaining in the secondary battery when the type of a secondary battery used in a battery device is a type in which a memory effect does not occur. When the secondary battery is a type in which a memory effect occurs, a refresh plan is created in which a full charge is obtained after fully discharging a capacity remaining in the secondary battery.
