PROBLEM TO BE SOLVED: To obtain a desired combustion state in a combustion apparatus in a case that steam containing volatile organic compounds is supplied to the combustion apparatus.

SOLUTION: In a case that VOC-containing steam which is discharged from a purifying container 11 is supplied to a gas turbine 2, only pure steam is previously supplied to the gas turbine 2 and the proportion of the VOC-containing steam supplied to the gas turbine 2 is subsequently increased.
