PROBLEM TO BE SOLVED: To provide a coat carrier and a two-component developer having stable charging characteristics even during long-term use and hardly generating deterioration of an image (decrease in image density and fogging). SOLUTION: The coat carrier includes ferrite as a core material whose surface is coated with a coating agent including a silicone component (α), a silicone component (β), and an acrylic component, wherein the silicone component (α) is a silane coupling agent, and the silicone component (β) is the component having a siloxane structure as a constituent unit.
