The encoder (100) has a precoder for traversing magnitude bits of a predetermined magnitude bit plane in entities of a set of neighboring magnitude bits and encoding predetermined magnitude bits of the entities into data words such that predetermined magnitude bits are encoded into one of the data words along with an associated sign bit. A temporary storage (110-1 - 101-3) is provided for temporarily storing the data words. An entropy coder (112) is provided for encoding the data words from a data word buffer into an encoded data stream. Independent claims are also included for the following: (1) a method for encoding a block of transformation coefficients (2) a program with a program code for implementing the method.
