<p>The method involves inputting a fiber bundle (6) into a cutting device that is provided with multiple blades (5.1, 5.2), where the blades have continuous movement. The fiber bundle is cut and compressed by a compressing mechanism (2), so as to cut the fiber bundle into long fiber segments. The long fiber segments are cut into short fiber segments in the cutting device. The fiber segments are obtained via multiple groups of offset-type cutters (4.1, 4.2) that are fixed with the blades.
