<P>PROBLEM TO BE SOLVED: To return change, for example, in bills, and not make a charge for change, if an electronic money charge for change from cash purchase makes a certain amount such as an upper limit of charge exceeded. <P>SOLUTION: An electronic money charging store terminal has an IC card reader/writer 14 for, when there is change for a user's cash payment amount, writing a monetary value equivalent to the change amount to an IC card as amount information, and a storage means 31 for storing a minimum unit of change returned in cash as a minimum cash change unit for the IC card.
