<p><P>PROBLEM TO BE SOLVED: To reduce human resources, cost and burden in operation due to monitoring by enabling voice monitoring at a single point even in confirming voice quality of IP telephones spreading over a wide area. <P>SOLUTION: The voice monitoring device 1 reads the address information of an NW device 3 and a VoIP-TA 4 corresponding to the user specifying information of a target user of voice monitoring from a user information table, and transmits instructions for duplication of a voice packet and transfer thereof and the address information of the VoIP-TA 4 to the NW device 3. When a packet received from an outside device is a voice packet including voice data set therein and the received address information of the VoIP-TA 4 is set, the NW device 3 duplicates and capsulates the voice packet, and transfers the capsulated voice packet to the voice monitoring device 1.
