<p><P>PROBLEM TO BE SOLVED: To easily manage a key, even when a user client doubly belongs to a plurality of groups. <P>SOLUTION: A key managing server 100 generates and stores a combination of a key number and a key by the number informed from a master client 21 in a hardware module. When receiving the number of persons and the key number as a registration request of new group, the key number is read out one by one. When the key number already exists, the key and user ID are read out by extracting a record coincident with the key number from a register 120, and a group number of a new group, the read existing key number, the key and the user ID are written in a new record, and are added to a managing book. When the key number is not an existing number, a new group number and the key number are written in the new record and added to the managing book.
