PROBLEM TO BE SOLVED: To provide an electric insulation material composed of a biodegradable resin superior in insulation characteristics, water resistance, heat resistance, and flexibility, and its usage. SOLUTION: The electric insulation material contains a starch ester based resin (A) and the biodegradable resin (B) in which a glass transition temperature except the starch ester based resin is -15°C or less, and it is preferable that a mixed weight ratio of the starch ester based resin (A) and the biodegradable resin (B) is 50:50 to 70:30. The electric insulation material is suitable as the electric insulation material of a conductor covering material and electric parts of an insulation wire or a communication cable.
