<P>PROBLEM TO BE SOLVED: To provide a data issuance technology for simplifying procedure for allowing utilization of credit account settlement while maintaining safety in a mobile information terminal mounted with an IC card storing a member identification number for uniquely identifying a member of a cellphone service. <P>SOLUTION: A cellphone terminal 100 reads a license number from an IC license 400 by an NFC chip 106 and transmits it to a remote issuance server 200. The remote issuance server 200, upon receiving the license number, authenticates a user using this license number and a license number associated with a credit issuance data stored in an issuance database 201, and transmits the credit issuance data from which the license number is deleted, to the cellphone terminal 100 based on the authenticated result.
