<p><P>PROBLEM TO BE SOLVED: To create a surely executable medical examination plan while paying attention to a life of a patient. <P>SOLUTION: An overlap plan extraction part 108 extracts all plans in a virtually decided state from a life plan DB 102b and a medical examination plan DB 102c. An influential flag comparison part 109 compares an influential flag corresponding to an extracted life plan with the influential flag corresponding to the extracted medical examination plan, and decides whether or not the same digit is "1" in both the influential flags. As a result, when the same digit is "1", since schedules of the life plan and the medical examination plan overlap, and a medical examination act gives an influence to the action schedule of a patient, the influential flag comparison part 109 decides that the execution of the life plan and the medical examination plan is impossible.
