<P>PROBLEM TO BE SOLVED: To improve secrecy by warranting secrecy even with respect to secret data after access. <P>SOLUTION: When receiving the output request of arbitrary data, a data management device 104 decides whether or not a person who has made the output request has the access right and when it is decided that the person has the right, the data management device decides whether or not there is any person who does not have the access right to the pertinent data in the area where the output destination exists. Then, when deciding that there is not any person who does not have the access right to the data, the data management device 104 makes the output destination output the data.
