<P>PROBLEM TO BE SOLVED: To provide a planographic printing plate precursor which is developable, in particular, with an aqueous developer solution having a pH of 2.0 to 10.0, and provides a planographic printing plate that has excellent storage stability and excellent plate wear and prevents contamination in a non-image portion, and also to provide a method for making a planographic printing plate and a planographic printing method, using the precursor. Ž<P>SOLUTION: The planographic printing plate precursor includes a base coat layer containing a polymer compound having an acid group and an image forming layer successively layered in this order on a support. The base coat layer contains a compound having (i) a functional group selected from -SH group and -N(Ra)C(Rb)(Rc)COOM group, wherein Ra, Rb and Rc independently represent a monovalent substituent, and M represents a proton, a metal cation or an organic cation, and (ii) a functional group that can neutralize the acid group.
