<P>PROBLEM TO BE SOLVED: To recycle cooling effluent discharged from a thermal power plant or a nuclear power plant, as a water source for hydraulic power generation. Ž<P>SOLUTION: A flow-in type or reservoir type hydraulic power plant 5 is installed which uses a hydraulic power generator 7 utilizing cooling effluent 2, and a discharge port 9 of a hydraulic turbine 6 of the hydraulic power plant 5 is provided in sea water for discharging the cooling effluent 2 under the water surface, thus effectively utilizing a difference in tide levels.
