<P>PROBLEM TO BE SOLVED: To stably and efficiently perform fluorine reduction treatment by properly controlling calcium compound addition quantity to fluorine-containing water of which the water quality varies when adding calcium compound in a discharged fluorine-containing water and separating solid-liquid of fluorine as calcium fluoride. Ž<P>SOLUTION: The ion intensity of the fluorine-containing water is measured, and the quantity of calcium compound added to the fluorine-containing water is controlled based on the measurement value. A degree of reaction inhibition by reaction inhibition substances such as nitrate ions, sulphate ions, and chloride ions included in the fluorine-containing water is measured by the ion intensity, and the calcium addition quantity is controlled based on the result for preventing excess or deficiency of calcium compound, thus stably and efficiently performing the treatment.
