<P>PROBLEM TO BE SOLVED: To prevent the authorization of transmission of an e-mail without confirming the content of the e-mail. Ž<P>SOLUTION: A holding means 1a obtains an e-mail and holds the transmission of the e-mail. A calculating means 1b calculates an appropriate period of time to be required for confirmation of the content of the e-mail based on an amount of text data contained in the e-mail held by the holding means 1a. A confirmation reception means 1c outputs the content of the e-mail held by the holding means to an originator of a request for confirmation of the e-mail in response to input of the request for confirmation of the e-mail, and thereafter, receives input of a confirmation result which shows whether or not the e-mail can be transmitted. A canceling means 1d cancels the hold of the e-mail by the holding means 1a when the confirmation reception means 1c receives a confirmation result which shows that the e-mail can be transmitted and the time elapsed from output of the content of the e-mail to input of the confirmation result is decided appropriate on a basis of the appropriate period of time calculated by the calculating means 1b.
