PROBLEM TO BE SOLVED: To diagnose the phase of detected discharge by surely detecting a discharge sound without making a wrong diagnosis. SOLUTION: This discharge phase judger is provided with an acoustic detector 11, a high-pass filter 13, which detects high frequency components from the detection signal of the acoustic detector so as to remove peripheral noise, an envelope detector 14, which detects the envelope of the signal after removal of noise so as to extract the strong and weak components of the discharge sounds, a correlation coefficient operator part 16, which calculates the relation coefficient between the signal after removal of noise and the signal whose power cycle is delayed by one cycle behind the signal after removal of noise, a discharge detecting/identifying part 17, which detects discharge from the double frequency components in the strong and weak components and the correlation coefficient, and a discharge phase diagnoser 19, which judges the state of the field at a point where the detected discharge is occurring and the stability, according to the correlation coefficient between the fluctuating components of the signal obtained by the envelope detection and the wave being delayed by one cycle behind the fluctuating components and the correlation coefficient between the fluctuating components and the wave being delayed by a half cycle behind the fluctuating components, in case that the discharge detecting/identifying part 17 detects the discharge.
