<p><P>PROBLEM TO BE SOLVED: To provide an on/off controller, on/off control method and a computer program for performing the on/off control of communication equipment or the like by detecting the specific reciprocating movement of a human being without using any complicate or expensive device. <P>SOLUTION: The on/off controller is provided with a sensor for detecting the reciprocating movement of an object as a Doppler signal, and configured to control the on/off of external equipment based on the Doppler signal detected by the sensor. A signal of a prescribed frequency band is filtered from the Doppler signal detected by the sensor, and the cycle of the filtered signal is detected. The number of times of the reciprocating movement of the object is counted based on the detected cycle, and whether the counted number of times belongs to a prescribed range is determined.
