PURPOSE: A permeable elastic packing laminate and a manufacturing method thereof are provided to suppress the discharge of the contaminant exhaustion by recycling the waste plastic. CONSTITUTION: A permeable elastic packing laminate comprises a basic(20), a permeable layer(30), a permeable elastic layer(40), and an elastic superficial layer(50). The basic is positioned on the top of a circle ground(10) evenly constructed. The permeable layer is installed on the top of the basic. The permeable elastic layer is installed on the top of the permeable layer. The elastic superficial layer is placed on the upper end of the permeable elastic layer.
