<P>PROBLEM TO BE SOLVED: To provide a transfer device including a transfer exit guide plate capable of preventing irregularities in an image caused by a recent increase in types of transfer paper sheets, capable of preventing abnormal images such as soiling on transfer paper accompanied by a scattering toner, and to provide an image forming apparatus using the transfer device. Ž<P>SOLUTION: The transfer device includes: the transfer paper conveyance guide plate 30 whose surface is a medium-resistant or insulating portion; and a transfer exit guide member 28 disposed on the transfer paper conveyance guide plate 30. The transfer device also includes a rotating rib 33 that projects from the surface of the transfer exit guide member 28 so as to guide the conveyance of the transfer paper.
