<P>PROBLEM TO BE SOLVED: To provide a method of making a planographic printing plate excellent in development processing stability, which can perform development with an aqueous developer having pH of 2.0-10.0 with satisfactory developing speed of a non-image part while preventing contamination, and further can reduce generation of development scum in a development bath. <P>SOLUTION: The method of making a planographic printing plate removes a non-exposed part of the photosensitive layer by processing an original plate of planographic printing plate having a photosensitive layer containing (A) an initiator compound, (B) a polymerizable compound and (C) a binder on a support, using a developer having pH of 2-10 after image-exposing imagewise.
