PROBLEM TO BE SOLVED: To achieve forwarding of an incoming call without sharing of personal information with a carrier when the incoming call received by a terminal in one carrier network is forwarded to the terminal in another carrier network. SOLUTION: A home presence server 3 has a presence information storage area in which a SIP URI of a call destination is stored in association with a SIP URI of a forwarding destination. When a SIP server 4 in a carrier network A receives a call request that includes the SIP URI of a terminal 1 that is a transmission source and the SIP URI of a terminal 2a that is the call destination, the SIP server 4 forwards the call request to the home presence server 3 and/or the terminal 2a. The home presence server 3 acquires the SIP URI of the forwarding destination corresponding to the SIP URI of the terminal 2a included in the call request by referring to the presence information storage area and transmits the SIP URI to the SIP server 4. The SIP server 4 transmits the call request including the SIP URI of the terminal 1 that is the transmission source and the SIP URI of a terminal 2c that is the call destination to the terminal 2c through a carrier network C and the terminal 2c communicates with the terminal 1.
