PROBLEM TO BE SOLVED: To provide a thermoplastic elastomer composition excellent in fluidity, rubber elasticity and foaming property, from which a foam having a high expansion ratio, rich in closed cells, uniform in cell shape and excellent in rubber elasticity, flexibility and surface appearance, is obtained. SOLUTION: The thermoplastic elastomer composition is obtained by subjecting a mixture comprising (A) an oil extended ethylenic copolymer comprising 100 parts by mass of a specific ethylenic copolymer and 50-150 parts by mass of a mineral oil-based softener and (B) at least one of (B-1) a thermoplastic resin and (B-2) a thermoplastic resin composition to a dynamic heat treatment in the presence of (C) a crosslinking agent. The thermoplastic elastomer composition has a melt tension of≥5.0 cN as measured at 210°C and a drawing rate of 2.0 m/min, and has a compression set of≤80% as measured at 70°C in 22 h in conformity to JIS K6262.
