PROBLEM TO BE SOLVED: To provide a method for producing cold offset printing paper, particularly acid-free newsprint paper, excellent in ink impressionability under cold offset printing, slight in piling with suppressed paper dust emission, and having excellent printability and printing workability, through accomplishing high performance development of a surface coating agent such as uniform coating surface and resistance to water absorption in applying the surface coating agent by a spray coating system. SOLUTION: The method for producing cold offset printing paper includes applying a surface coating agent onto base paper by a spray coating, wherein y<-1,625x<SP>2</SP>+1,384x-237 (x>0.28), wherein y is Brookfield viscosity (mPa s, 35°C, 60 rpm); and x is nozzle diameter (mm equivalent orifice diameter).
