The cutting tool of the present invention is manufactured through a sintering process which provides it with a grind stone portion, and which does not need to proceed to a post dressing step, which is the greatest disadvantage in conventional cutting tool manufacture. The cutting tool is provided with a grind stone portion which is formed by sintering and brazing while reducing further unnecessary processes, and which improves the lifespan of the cutting tool. The manufacturing method for the cutting tool of the present invention includes a step of preparing a shank; a step of forming a first grind stone portion to be welded to the surface of the shank; a step of welding the first grind stone portion to the surface of the shank; and a step of forming a second grind stone portion by welding a plurality of abrasive grains to the surface of the first grind stone portion.
