<P>PROBLEM TO BE SOLVED: To provide a developing device capable of efficiently supplying developer stirred completely to an image carrier even when a developer carrier and a stirring member are arranged proximately to each other, and an image forming apparatus equipped therewith. <P>SOLUTION: The developing device 50 includes a developing tank 53, a developing roller 51 and a second stirring and conveying member 56. The developing roller 51 has a developing sleeve 51B, and a draw-up pole N2 and a release pole N3 in the developing sleeve 51B. The second stirring and conveying member 56 is arranged in parallel with a shaft direction of the developing sleeve 51B and rotates in a rotating direction E to stir and convey the developer, thereby forming a developer reservoir HG. The developing sleeve 51B is arranged proximately to the second stirring and conveying member 56 and a photoreceptor drum 31 and rotates in a rotating direction C to convey the developer G to the photoreceptor drum 31. The draw-up pole N2 is arranged proximately to the developer reservoir HG so as to attract the developer G to the developing sleeve 51B from the developer reservoir HG.
