<P>PROBLEM TO BE SOLVED: To provide an apparatus controller can enable an operator to easily perform an operation without viewing, lower the possibility of malfunctions, contribute to power saving, and be configured inexpensively while being excellent in design. Ž<P>SOLUTION: The apparatus controller includes a detection electrode 11 and a control circuit 20, detects a detected value corresponding to electrostatic capacity detected in the detection electrode 11 in an electrostatic capacity detection circuit 21, converts the detected value to a digital signal in an A/D conversion circuit 22, then compares the change amount within a first prescribed period of the detected value and the change amount within a second prescribed period with a threshold set beforehand in an onboard apparatus driving circuit 23, counts the number of times of the operation control instruction of an onboard apparatus, and changes the operation of the onboard apparatus by number of the counts or by count.
