A motion exploring portion of video encoding equipment explores the motion of a frame macro block and a field macro block, individually, and calculates the motion vectors and the exploration cost of each block. A motion vector evaluation value calculating portion calculates an evaluation value of the magnitude of each motion vector. A motion vector threshold judgment portion compares the evaluation value of the magnitude of each motion vector and a predetermined threshold value and determines that a target region is a dynamic region or a static region. When the target region is judged dynamic, the application of either a frame macro block mode or a field macro block mode is determined based on the comparison result of the exploration cost between the frame macro block and the field macro block. On the other hand, when the target region is judged static, the application of either the frame macro block mode or the field macro block mode is determined based on the sum of absolute values of differences between adjacent pixels in the vertical direction in the frame macro block and in the field macro block.
