PROBLEM TO BE SOLVED: To provide a presence information generating device capable of automatically detecting presence information on which the degree of being busy of presentity is reflected from an operating state of an information communication terminal used by the presentity.

SOLUTION: The presence information generating device 10 is provided with an operation information accumulating part 11 for collecting operation information about the operating state of an information communication terminal 100 in order to generate presence information about a user of the information communication terminal 100 on a communication system and calculating an indicator representing the operating state of an application program on the information communication terminal on the basis of the collected operation information, and a presence information generating part 12 for generating presence information on the basis of the indicator calculated by the operation information accumulating part 11.
