PROBLEM TO BE SOLVED: To provide a coating film diagnosing system can precisely diagnose the state of the coating film on a steel structure. SOLUTION: The coating film diagnosing system includes: a matter data registering means 20 for registering matter data containing an address, which uniquely discriminates a plurality of diagnosing regions provided by dividing the coating film provided region of a storage tank, on a database 40; an investigation result registering means 22 for registering an investigation result obtained by performing a plurality of investigation means, which numerates the state of the coating film, at each diagnosing region on the database 40 corresponding to the address; a criteria registering means 23 for registering a criteria, which determines a deterioration state expressing whether the coating film is deteriorated from the investigation results, on the database at each investigation means; a decision means 24 for deciding the deterioration state of the coating film of the diagnosing region at each investigation means on the basis of whether the investigation results are suitable for the criteria; and a report output means 25 for relating the investigation results and the deterioration state of the diagnosing region to the address to output them.
