PROBLEM TO BE SOLVED: To reduce power consumption of a semiconductor memory by setting the number of activated memory blocks to the minimum. SOLUTION: The semiconductor memory comprises: 2<SP>n</SP>(n is positive integer) pieces of memory cell groups; a first decoder provided to each of 2<SP>n</SP>pieces of memory cell groups; and a second decoder. The first decoder activates word lines in the unit of memory cell group on the basis of a first address and the n pieces of bits within a second address. The second decoder activates bit lines on the basis of the second address. By activating the word lines in the unit of memory cell group on the basis of not only the first address but also part of the second address which activates the bit lines, the number of word lines activated for accessing can be made the minimum at all times.
