Ž<P>SOLUTION: Two sheets of plate type bipolar films 31 and 31 are arranged in parallel with each other inside of a tank body 30, forming an anode room 32 between the bipolar films 31 and 31, and two cathode rooms 33 and 33 separated from the anode room across the bipolar films 31 are formed. Oxygen-containing gas is supplied through an air diffusion pipe 51 of the cathode room 33 aerating the cathode solution, and anode solution L is supplied to the anode room, or preferably, the anode solution is circulated. The cathode solution is made to contain iron ion. An anion exchange side of the bipolar film 31 faces the cathode room 33, and a cation exchange side faces the anode room 32.
