<P>PROBLEM TO BE SOLVED: To provide a thermal fixing device capable of efficiently cooling not only a cylindrical member but also a sponge member, and preventing faulty rotation of a heating member and a pressure member, and to provide an image forming apparatus equipped with the thermal fixing device. Ž<P>SOLUTION: In the pressure roller 25 with a hollow shaft 33 and a sponge roller 34 covering around the hollow shaft 33, a plurality of through-holes 38 piercing the hollow shaft 33, in a radial direction are formed in the hollow shaft 33. As a result, the inside of the hollow shaft 33 communicates with the spring roller 34 via the through-hole 38, and air flow is allowed between them, so that the sponge roller 34 is cooled efficiently.
