<P>PROBLEM TO BE SOLVED: To prevent the occurrence of cracks in a heating belt when returning for an image forming operation from a belt temperature state lower than a belt control temperature during the image forming operation. Ž<P>SOLUTION: A fixing device 6 is set to a first mode which is a combination mode of the heating of the heating belt 8 and the rotation stop of the heating belt 8 or a second mode which is a combination mode of the heating of the heating belt 8 and the rotation of the heating belt 8. When the heating belt 8 returns for an image forming operation from non-heating and non-rotation of the heating belt 8, the heating belt 8 is controlled by the first mode and then the heating belt 8 is controlled by the second mode transitioned from the first mode. The transition to the second mode from the first mode is started when the temperature of the heating belt 8 has become equal to or higher than a mode transition reference temperature set in the previous image formation based on the size of a transfer material and the number of sheets on which images are continuously formed.
