<P>PROBLEM TO BE SOLVED: To prevent the occurrence of cracks of a heating belt when returning for an image forming operation from a state of a belt low temperature lower than a belt control temperature at the image forming operation. Ž<P>SOLUTION: A fixing device 6 is set to a first mode or a second mode. The first mode is a combination of heating the heating belt 8 and stopping the rotation of the heating belt 8, and the second mode is a combination of heating the heating belt 8 and rotating the heating belt 8. After the heating belt 8 is controlled in the first mode when the heating belt 8 resumes for an image forming operation from the state in which the heating belt 8 is not heated and not rotated, the heating belt 8 is controlled in the second mode shifted from the first mode. The shift from the first mode to the second mode is started when the temperature of the heating belt 8 has become equal to or greater than a mode shift reference temperature set based on the temperature of the heating belt 8 when the control of the heating belt 8 in the first mode starts.
