PROBLEM TO BE SOLVED: To efficiently execute the data conversion of a plurality of files. SOLUTION: This file converting device is provided with: a file storing part for making a plurality of files including one piece or more heading information and data corresponding to each heading information associate with each file specific information to store them; a request receiving part for receiving an input of a request including a plurality of pieces of file specific information; an intermediate file generating part for generating an intermediate file obtained by making the heading information associate with corresponding data, and with the specific information of each file describing the heading information and the data in each combination of the heading information and data of each requested file; a data converting part for converting each data included in each intermediate file into different data performing one-to-one correspondence with each data; and a conversion file generating part for generating a conversion file describing the heading information and corresponding converted data in each specific information included in the request by referring to each intermediate file.
