<P>PROBLEM TO BE SOLVED: To provide an optical film by a solution flow-casting film forming method, the film capable of eliminating degradation in a surface modification layer with lapse of time and to be used for a protective film for a polarizing plate with excellent adhesiveness, and to provide a polarizing plate and a display device using the optical film. <P>SOLUTION: The optical film is produced by a solution flow-casting film forming method that includes processes of: casting a resin solution (dope) over a flow-casting support; and while a cast film (web) travels on the support, subjecting the web surface to a high energy treatment by plasma irradiation under the conditions of 0.1 to 36 W/cm<SP>2</SP>treatment intensity for 0.001 to 0.6 second by a normal pressure plasma device, or subjecting the web to high energy treatment by excimer UV irradiation under conditions of 1 to 3,000 mJ/cm<SP>2</SP>luminous energy for 0.001 to 0.6 second by an excimer UV irradiation device.
