PROBLEM TO BE SOLVED: To provide a driving simulation device, a driving simulation method, and a program by which a dangerous situation high in occurrence probability of accidents is greated in the consideration of actuality.

SOLUTION: The driving simulation device 1 includes: a reference information recording section 17 in which load reference information to be the reference for calculating driver load amount to a driver is recorded in advance; a driver load amount calculation section 18 calculating the driver load amount on the basis of the load reference information and the situation of a virtual moving body or the situation of the driver; a target load recording section 19 recording the target load information indicating the target load amount to which the driver is to be subjected; and a load amount control section 20 which instructs a scenario execution section 16 to modify a sub-task scenario or modify the execution state of the sub-task scenario so that the driver load amount is reduced when the driver load amount is larger than the target load amount and the driver load amount is increased when the drive load amount is smaller than the target load amount.
