<P>PROBLEM TO BE SOLVED: To provide a means to magnify capacitance of an earth capacitor. Ž<P>SOLUTION: A pre-amplifier 3 and a post-amplifier 4 which have a voltage gain of less than +1 but infinitely close to +1, sufficiently high input impedance, and sufficiently low output impedance, are connected to the prestage and the poststage of a low pass filter composed of a first resistance 1 and a capacitor 2. The input end of the pre-amplifier 3 is connected to the output end of the post-amplifier 4 by a second resistance 5, and the resistance value of the first resistance 1 is made larger than the resistance value of the second resistance 5.
