PROBLEM TO BE SOLVED: To provide a web carrying device and its carrying method for enabling high accuracy, high speed carrying and high definition processing, without causing wrinkles and meandering, when carrying a web. SOLUTION: This web carrying device is provided for carrying the web by a roll-to-roll. The web carrying device has at least a roll, two roll holders for respectively holding the roll from the right-left, a roll fixing tool for respectively fixing the roll to the roll holders, a roll deflection quantity adjusting mechanism capable of varying a distance between the respective right-left roll holders by connecting the roll holders from the right-left, and a rocking fulcrum for transmitting rocking to the roll arranged in an end part of the roll holders.
