PROBLEM TO BE SOLVED: To provide a navigation device and a navigation system for displaying a mark of a facility on a map by taking in the intention of a facility owner when the marks of the facilities are overlapped on the map. SOLUTION: The navigation device includes a storage device for storing information concerning priority order based on a tender result for deciding the priority order in the priority order in displaying the mark when the marks for expressing the facilities on the map in which the navigation device displays are overlapped. Based on the information concerning the priority order, the navigation device includes a mark emphasis display means for displaying to emphasize the mark expressing the facility on the map.
