<P>PROBLEM TO BE SOLVED: To surely detect non-release of a wheel tread brake of a rail car on the ground side. Ž<P>SOLUTION: Temperature of a rim part 11p near a contact surface with a rail 1 of a wheel 11 of the rail car is measured by a non-contact thermometer 2 set up on the ground to create a temperature pattern of the rim part of each train. The temperature pattern of the rim part is compared with a reference temperature pattern to determine the presence of the non-release of a brake. The temperature pattern of each train, which is a temperature pattern showing the temperature of the rim part of each wheel, is created while detecting a wheel 11 of a car by a wheel detector 3.
