PROBLEM TO BE SOLVED: To suppress defects such as paper wrinkles by supplying a liquid developer to a latent image holding member and efficiently recovering a solvent on a surface of the latent image holding member and toner deposited on a nonimaging part, in comparison with bringing a developer supply member into mere contact. SOLUTION: An image forming apparatus 100 includes: a magnetic drum 10; a latent image forming means which forms a latent image on the magnetic drum 10; a developer reserving means 14b which reserves the liquid developer 24 containing the toner and an aqueous medium; the developer supply member which has a surface formed of foam 32 and is disposed such that the foam 32 is immersed in the liquid developer 24 and is compressed and brought into contact with the magnetic drum 10, and supplies the liquid developer 24 to the magnetic drum 10 to develop the latent image into a toner image; and a transfer means 28 which transfers the toner image 26 to paper 30.
