<P>PROBLEM TO BE SOLVED: To easily control flow rates of first and second fluids in a flow passage where a first flow passage through which the first fluid flows and a second flow passage through which the second fluid flows merge. Ž<P>SOLUTION: The control valve 1 is provided with impellers 2 and 3 rotating with a rotation speed in accordance with the flow velocity of the fluids O1 and O2, a shaft body 4 coaxially fixed to the impellers 2 and 3, a fixing body 5 having a screw hole 8 and fitted to piping T, a valve 6 having a valve seat 11 and a valve element 12, and a valve 7 having a valve seat 13 and a valve element 14. The impellers 2 and 3 are constituted so as to be rotated to the different rotation directions from each other, and a screw part 9 screwed with the screw hole 8 is formed on the shaft body 4. Accordingly, the shaft body 4 is rotated around an axis G in accordance with the flow velocity balance of the fluids O1 and O2, the shaft body 4 is moved along the axis G, valve openings of the valves 6 and 7 are adjusted, and the flow rates of the fluids O1 and O2 are automatically controlled.
