<P>PROBLEM TO BE SOLVED: To provide a cooling device for an internal combustion engine capable of easily changing cooling balance of an inside cylinder and an outside cylinder without influencing section area of an oil passage and of securing stability of a core forming the oil passage. Ž<P>SOLUTION: This device is provided with a cylinder block 14 including cylinder bores 14a of an in-line four cylinder, a cylinder head 15 including an intake port 18, an exhaust port 19 and a plug seat 15a, and a cooling part 70 formed in the cylinder head 15 and cooling each cylinder by circulating oil. The cooling part 70 includes cooling oil passage 71, 72 formed so as to pass through a circumference of the plug seat 15a of each cylinder toward the exhaust port 19 side from the intake port 18 side, and a bypass passage 73 providing communication between a cooling oil passage 71 for the inside cylinder IC and a cooling oil passage 72 for the outside cylinder OC around the plug seat 15a.
