PROBLEM TO BE SOLVED: To provide a progressive scanning conversion device and method capable of preventing image quality from being deteriorated, by determining an image and more effectively correcting motion detection. SOLUTION: The progressive scanning conversion device includes: a differential absolute value calculator for calculating a difference between a current field signal through a horizontal/vertical low-pass filter and a preceding field signal through the horizontal/vertical low-pass filter; a means for determining a mixing ratio to increase the ratio of the preceding field signal through the horizontal/vertical low-pass filter as an absolute value of a differential absolute value calculator output becomes large and to increase the ratio of the preceding field signal through a horizontal low-pass filter as the absolute value becomes small; a weighted adder for mixing the preceding field signal through the horizontal/vertical low-pass filter and the preceding field signal through the horizontal low-pass filter on the basis of the mixing ratio; and an integrator for integrating, in a certain small region, an adder output and a differential absolute value of the current field signal through the horizontal/vertical low-pass filter.
