PROBLEM TO BE SOLVED: To provide an in-vehicle device capable of improving precision of vehicle speed control even in using an axle rotation detector with a small number of pulses per one rotation of an axle and a vehicle control device. SOLUTION: The axle rotation detector 31 generates a voltage signal SO having periodicity in correspondence with rotation of a wheel 11 of a vehicle 1. An in-vehicle signal processing device 3 measures a cycle of the voltage signal S0 supplied from the axle rotation detector 31 by a standard pulse signal having a cycle sufficiently shorter than that of the voltage signal S0 at a counter part 33 and generates a speed signal S3.
