PROBLEM TO BE SOLVED: To provide an overlay base paper having excellent wet tensile strength and giving a formed plate having excellent transparency. SOLUTION: The overlay base paper having excellent wet tensile strength and giving a formed plate having excellent transparency is produced by adding 100 pts.wt. of a pulp with 0.3-2.0 pts.wt. of a polyamide polyamine epichlorohydrin-based wet paper strengthening agent having a viscosity of 25-45 mP*s measured in the form of 15% aqueous solution with a Brookfield viscometer at 22°C and a rotational speed of 60 rpm, and a cation equivalent of 1.0-2.5 meq/g measured by colloidal titration at pH 7.
