<P>PROBLEM TO BE SOLVED: To provide a TAB tape that reliably achieves connection in a short time and establish the reduction of manufacturing time including the connection step as well as manufacturing cost accompanied therewith, and to provide method of manufacturing the same. Ž<P>SOLUTION: The insulating TAB tape 1 is formed of an insulating film substrate 2, wherein a conductor layer on one side of both sides thereof is a wiring layer which forms a wiring pattern body 3 and an outer leads 7 and 8 as an external connection terminal being connected with the wiring pattern body 3, and an inner lead 10, and that on the other surface thereof is a GND layer 4 or a conductor layer equivalent thereto. A part 11 to be heated in the external connection terminal is set to be heated to be connected with a connection terminal or the like (not shown) of an external printed wiring board, and a conductor blank portion 12 without a metal conductor such as a copper foil is provided in an area corresponding to the part 11 to be heated on one surface with the insulating film substrate 2 in between, in the GND layer 4 as the conductor layer on the other surface.
