The invention relates to an apparatus for reducing nitrogen oxides and a method for same. The apparatus comprises a reactor body equipped with a gas-liquid contact portion, a gas-liquid contact unit including a gas inlet feeding the exhaust gas containing nitrogen oxides into the reaction body and a gas outlet discharging the exhaust gas from the reaction body, and a liquid supply unit supplying a nitrogen oxide-removing liquid including sulfuric acid, urea and water into the gas-liquid contact portion. The present nitrogen oxide-reducing apparatus can remove nitrogen oxides with high yield in low temperature.
